I don't agree with this assessment, but it is a well written piece.
I agree that a part of the housing boom is a growing middle class, but from looking at all the dark windows at night as I rode the bus home in Chengdu last year, it seems like a lot of the buildings are emptier than this author might realize.
Also thought it was interesting that their apartments rapid increase in value is seen as a good thing by this author, instead of a warning sign.
