I just finished all the forms and took my test last Saturday and I can totally relate with this guy's frustration! Besides the fact that China makes it a painful process for foreigners in an effort to discourage getting a license, the people who usually guide you through this process are pretty clueless and therefore bring more frustration than help.

I, too, hate the Chinese DMV.
