The main purpose of the Yangtze Patrol was explained by the Secretary of State: “United States armed forces have no mission of offensive action against the armed forces of any other country, nor is it one of coercion of foreign governments. Their primary function is protecting American nationals, secondarily, American property. They are not expected to hold their position at any hazard, nor against a responsibly directed armed force of any country operating on express higher authority."
