Internet cafe operators are required to remove unlicensed software and replace it with legitimate copies of either Microsoft Windows or China's homegrown Red Flag Linux operating system. However, Radio Free Asia said cafes were being required to install Red Flag Linux even if they were using authorized copies of M$ Windohs.

I think a possible reason may be harmonious society related - many computer games don't work on Linux (or even with Wine) - hence kids won't be playing CS 18 hours a day instead of going to school.
